Best Employer of Record providers in Egypt

Fifteen providers that can employ staff in Egypt, ranked on Egyptian presence, pricing, coverage, Arabic-language delivery, track record and support.

Egypt replaced its entire labour code with Law No. 14 of 2025, in force since 1 September 2025. Two things follow for anyone hiring through an EOR. Dismissal for misconduct now requires a labour court, and notice is three months either way. And Article 45 restricts employing workers through a labour-supply intermediary except via licensed channels, where licensing requires Egyptian majority ownership — whether a foreign-owned EOR model sits inside or outside that article is untested. Take local counsel before signing with anyone.
