Ghana has local HR and staffing firms offering EOR as well as international platforms. Start with who will legally employ your staff, who runs local payroll and who answers when an employee needs help. A Ghana coverage page alone does not establish entity ownership. This is an editorial shortlist based on published information, not a tested performance league table; positions reflect editorial selection rather than numerical scores.

JobHouse Ghana

Accra-based recruitment, outsourcing and EOR

JobHouse is an established local starting point for a Ghana shortlist. Founded in Accra in 2010, it explicitly offers EOR and PEO alongside recruitment, payroll, immigration and expatriate management. That combination makes it worth considering when the assignment includes finding staff and supporting them locally, rather than simply putting an existing hire on payroll.

  • Ghana-based recruitment and HR operation
  • EOR and PEO explicitly offered
  • Payroll and expatriate support in the same service mix

What to check

  • Request a written EOR proposal separating fees, payroll costs and deposits

How to choose a Ghana EOR

Name the employer

Ask for the Ghana entity’s full legal name, registration details and whether it is owned by the provider or a delivery partner. Establish which organisation signs the employment agreement and holds the payroll registrations.

Compare the whole cost

Separate the EOR service fee from salary, statutory employer costs, benefits, deposits, setup charges, exchange-rate margins and termination costs. Ask for the same sample salary and benefits package in every quote.

Test local support

Ask who handles employee questions in Ghana, what the payroll cutoff is, how disputes are escalated and who advises on a lawful exit. Confirm which services apply to expatriates and which are limited to local hires.

Payroll and compliance questions for Ghana

An EOR should explain its process for employment documentation, PAYE, pensions, benefits and employee administration before you sign. Ask for a written responsibility schedule and proof of registrations and remittances.

  • PAYE: the Ghana Revenue Authority says monthly returns are due by the fifteenth day of the following month. Ask who files and what evidence you receive. GRA PAYE guidance.
  • Pensions: SSNIT says employers with one or more workers must register the business and employees and make monthly contributions. Ask how the provider handles all applicable pension tiers. SSNIT employer guidance.
  • Employment terms: request the proposed contract, leave and benefits schedule, probation terms and termination process for local review.
  • Foreign employees: confirm immigration support separately; an EOR contract should not be assumed to include permission to work.

Employment and tax information here is general information, not legal or tax advice. Confirm current requirements for the particular employee with the provider and qualified local advisers.

Ghana EOR questions

Which Ghana EOR should I shortlist first?

For local recruitment and workforce support, compare JobHouse, L’AINE, Rakes and RDK Alliance. For a multi-country programme, compare RemotePeople, Africa HR Solutions, Workforce Africa, Deel, Oyster and G-P. The right choice depends on the employment entity, service scope, support and total quote.

Can I hire in Ghana without opening my own company?

EOR providers offer employment through a local employing entity while the client directs the employee’s day-to-day work. Confirm whether that arrangement fits your activities, the proposed role and your tax position before proceeding.

How much does a Ghana EOR cost?

Request a Ghana-specific quote. A global advertised starting fee is only the service fee and may not apply to your engagement. Salary, statutory employer costs, benefits, deposits and currency charges can materially change the total.

Does Ghana coverage mean the provider owns an entity?

No. Some providers use their own entity and others work with a local employer. Obtain the employer’s legal name and the ownership or partner relationship in writing rather than assuming either model.

How we selected this shortlist

We reviewed providers’ published Ghana EOR coverage, local or regional presence, available service descriptions, pricing transparency and likely buyer fit. “Best fit” labels are editorial judgments. We have not independently audited each provider’s employing entity, payroll performance or customer outcomes, and have not assigned numerical scores.

Provider descriptions are based on the linked public sources reviewed on 15 October 2026. Service availability, fees and delivery arrangements should be confirmed directly. This page does not establish a commercial relationship with, or endorsement by, any provider.
