Deel’s own-entity payroll and HR tools have matured and its African coverage has grown. For a company already running its people operations on Deel, extending to African entities is the path of least resistance. Local HR procedure — disciplinaries, retrenchments, inspections — is where a platform shows its limits.

Each provider is scored out of ten on five criteria, weighted equally. Scores are our assessment of publicly available information and, where we have it, direct experience; they are opinions, not measurements.
HR depth
Does the provider run the whole HR function — contracts, policies, procedure, employee relations — or only process payroll?
Country coverage
Real in-country capability in the markets where your entities are.
Statutory accuracy
Contributions, filings and record-keeping done to each country’s rules and deadlines.
Transparency
Is the scope, the division of liability and what is included explained plainly before you commit?
People
Is there a named account manager, and in-country specialists who have run a retrenchment before?
Africa PEO questions?
What is the difference between PEO and EOR?
Who the legal employer is. Under EOR the provider’s entity employs your staff; under PEO your own entity employs them and the provider runs HR and payroll alongside you.
Is co-employment recognised in African law?
Rarely in the US sense. South Africa’s temporary employment services regime is the closest analogue; in most countries a PEO is legally your outsourced HR and payroll agent, with your entity remaining the sole employer.
Who is liable if a filing is missed?
Your entity, as the employer — which is why the services agreement should make the provider responsible to you for its own errors, and why professional indemnity cover matters.
Can a PEO handle a retrenchment?
The good ones can, and it is where they earn their fee: most African jurisdictions require a consultation and notice procedure, and getting it wrong is what loses cases.
